本片根据香港60年代轰动一时的“三狼案”改编。 混迹于各种下层场所的无照化妆师马二灿（郑则仕 饰）、驾驶教练邓子敬（徐锦江 饰）和商社服务生李怀（梁家辉 饰）三人年少时结为兄弟，如今靠马二灿工作之便，他们时常坑蒙拐骗，然而三个底层市民的小把戏被李怀之老板发现后每每被当场拆穿并遭辱骂。李怀又因舞女情妇与老板的公子发生冲撞，三人心怀愤懑，遂计划绑架老板家公子勒索，不料计划被赌徒蛇仔明偷听，于是当夜只得带上蛇仔明匆忙行动，他们得手后不慎将老板公子打死，勒索不成四人再度绑架老板本人，终于得逞，然而一张悲剧的网也逐渐向他们收拢……
